The United Nations has marked the International Day of Remembrance of and Tribute to Victims of Terrorism with a high-level event centred on "Healing through Memory" and a new victim-led initiative on online harm.
The UN Office of Counter-Terrorism said the initiative was developed by members of the Victims of Terrorism Associations Network and examines harms victims can experience online. It presents recommendations for technology platforms intended to create more victim-centred and trauma-informed digital spaces and prevent re-traumatisation.
The framing shifts from abstract security language to the rights, dignity and agency of people who have survived violence. What respectful remembrance and safer online participation require is for survivors to define, and whether technology platforms act on the recommendations remains to be seen.
