A winter appeal built from four country estimates
At least nine million people across Ukraine, Syria, Lebanon and Afghanistan are estimated to need additional help to get through winter, UNHCR said Friday as it launched its 2026–27 winter appeal.
The agency’s UK partner said the headline figure combines separate assessments rather than a single, like-for-like count: 280,000 people in Lebanon, 2.4 million in Syria, 4.2 million in Afghanistan and a 2.1 million target population under Ukraine’s winter response plan. The total is therefore a combined planning estimate, not a contemporaneous census of people in identical circumstances.
UNHCR aims to raise at least $50 million for winter support, $3 million more than it raised last year. The agency cited funding shortfalls and higher energy prices as pressures on its response as temperatures fall across the Northern Hemisphere.
Needs span shelter, warmth and displacement
The appeal covers people affected by conflict and displacement in four countries facing different conditions. The Ukraine figure is a response-plan target; the Afghanistan figure is drawn from an inter-agency shelter-needs estimate. UNHCR’s country estimates for Syria and Lebanon use separate assessments. Their aggregation offers a broad picture of the scale of need, but should not be read as a uniform measure of vulnerability.
The appeal is a funding request, not evidence that the full amount has been secured or that every person counted will receive the same assistance. UNHCR says winter support can include shelter, cash, clothing and other protection from cold-weather conditions. The immediate question is whether donors provide enough funding in time for agencies to deliver aid before the worst of winter.
